How can get the treatment of Zero-tariff from Exporting to ASEAN(2010/1/5)
On January 1st, 2010, Free Trade Area from China to ASEAN will be declared the completion. China and six old ASEAN member countries Brunei, Indonesia, Malaysia, Thailand, Singapore, and the Philippines will implement the zero-tariff on over 93% average of common products. Fan Jin, the Deputy Director of Inspection and Quarantine Inspection Services Department of Yunnan Province made a detailed explanation about how to get zero-tariff treatment from China's exports to ASEAN countries after the FTA is completed.
Fan Jin introduced that, products exported to ASEAN countries as long as meet one of the following conditions are enabled to get zero-tariff treatment:
1.Products are completely originated in China;
2.The value of the materials coming from other than China and ASEAN countries is less then 60%.
3.Products are produced by sufficient processing the materials coming from other than China and ASEAN countries.
Meanwhile, the exported products meeting one of the above conditions also should not go through any non-China-ASEAN FTA member countries, or they are not operated by any action when they pass by the non-China-ASEAN member countries.
Goods meeting the above conditions must apply for issue of the Preferential Tariff certificate of origin in China - ASEAN Free Trade Area from the State General Administration of Quality Supervision Inspection-based entry-exit inspection and quarantine agencies. Holding the certificate, the importing country customs will grant the import duty exemptions or reduce.
